James Conley is the Managing Principal & Founder of Integral Property Tax Services. Mr. Conley founded IPTS in 2007 and has 30+ years of experience in the Property Tax Industry. He has held senior management positions with the big four accounting firm, KPMG, as well as the spinoff of KPMG’s national property tax practice, Paradigm Tax Group. Mr. Conley has a deep understanding of the valuation and property tax assessment system and appeals processes of many jurisdictions across the country. Locally, he is highly regarded as an expert in the legislative and judicial framework of Arizona’s ad valorem tax system and has a comprehensive knowledge of internal policies and procedures of the County Assessors’ offices. He has represented thousands of property owners in dealing with virtually every conceivable property tax issue and has secured aggregate tax savings in excess of $650 million for his clients. He has an extensive background in Office valuations as well as Retail, Multi-family and Hotel / Hospitality. Mr. Conley represents hundreds of large land owners throughout Arizona in securing and maintaining their agricultural designations by working with various farmers and ranchers throughout the state.
Mr. Conley is a member of IPT (institute for Professionals in Taxation), and IAAO (International Association of Assessing Officers). Mr. Conley received his Bachelor’s degree in Accounting and Finance from the University of Arizona.

Michael Zerbib is a Principal and Co-founder of Integral Property Tax Services, LLC. Along with Mr. Conley, Mr. Zerbib’s primary responsibility is the Companys strategic direction and client development. Mr. Zerbib brings a blend of technology and a deep knowledge of the local real estate market and its players.
Mr. Zerbib was a part of the executive team of Telesoft Corp., a technology company from 1991 until 2002. During his tenure with Telesoft, Mr. Zerbib held various positions including President, Chief Executive Officer, Chief Financial Officer and Director of this publicly traded company. Mr. Zerbib continues to serve as a Director of the Company. During his leadership at Telesoft Corp., Mr. Zerbib took the company public in 1995, and subsequently acquired several local Internet Service Providers, launching a subsidiary by the name of Goodnet. Goodnet was grown into a nationwide wholesaler of bandwidth to local Internet Service Providers. The subsidiary was subsequently sold to WinStar in 1998. In 1999, Mr. Zerbib launched East Coast based Telesoft Recovery Corp. to complement Telesofts software offerings with contingency-fee based telecommunication audit and recovery services. From 1997 to the present, Mr. Zerbib has been actively buying, developing and selling residential property.
Mr. Zerbib holds a Bachelor of Science degree in finance and a Master’s degree in taxation and financial accounting from Arizona State University. Mr. Zerbib also holds a CPA certification from the Arizona State Board of Accountancy.

In 2011, I joined Integral Property Tax Services as a Sr. Managing Consultant where I continue my experience with multi-state property tax clients. Jay Fisher, an Arizona native, joined Integral Property Tax Services in 2008 and is proud to have helped clients save millions on their property taxes. Jay is responsible for developing and maintaining current and new business relationships for the company. He is a graduate of Arizona State University with a Bachelor of Arts in Communications in 1990 and has been a licensed real estate agent in Arizona since 1991. Jay has in excess of 20 years of residential real estate brokerage experience in large, high-end master-planned communities. He is committed to outstanding customer service and strives to exceed his client’s every expectation.

Ms. Sweet has over 20 years’ experience in the administrative side of the real property tax industry and plays a key role in the daily logistics of the firm. She began her career with KPMG’s National Property Tax Practice where she spent 5 years as a Practice Administrator. In November of 2004 she was asked to join the spin-off of KPMG’s National Property Tax Practice, which became Paradigm Tax Group. She spent 13 years with Paradigm Tax Group as Senior Practice Administrator before joining Integral Property Tax Services in 2018.
As the Administrative Office Manager, she is responsible for client contracts, filing property tax appeals, Notice of Claim appeals and Tax Court appeals, tracking of appeal records and filing deadlines, maintaining client and property records and assisting clients as needed. Other responsibilities include billing and accounts receivable and maintaining office procedures. She also has experience with and has played an instrumental role in the development of new property tax appeal systems.

James was hired by IPTS in January 2024. He has a wealth of experience in the financial services industry, primarily specializing in real estate investment products. James has served as the Chief Compliance Officer for several large real estate development/investment firms and publicly traded REITs, including CIM Group, VEREIT, Inc. and Cole Capital, where he was responsible for overseeing the sales efforts in raising over $4 billion for a variety of real estate investment products. Prior to sharpening his focus on real estate investment products, he served as the General Counsel of Twenty-First Securities Corp., a full-service retail Broker-Dealer that structured complex hedging solutions and trading strategies to the ultra-high net worth market with an emphasis on tax efficiency. He has also served in compliance/legal roles at large financial institutions, including AIG, Marsh & McLennan, New York Life and Prudential. James will leverage his experience navigating the complex financial services regulatory framework and apply that discipline to IPTS’s commercial property tax practice.
James is a current member of the New York State Bar Association (since 1997) and has been an Arbitrator for The Financial Industry Regulatory Authority (FINRA) since 2006. He earned a BS in Business Administration from the State University of New York at Albany and earned his JD from Albany Law School.
